Sheila Mills is currently employed by the South Carolina Department of Mental Health (SCDMH) within the Office of Quality Management. She has served in the public health administration for the past 25 years. Sheila’s passion is to be a voice for individuals engaged in the public health and human services delivery system in hopes of achieving a higher quality of life. As a public health administrator, she believes her greatest leadership strength is to keep believing that you can make a difference when it seems beyond all reason to believe that you can.
Prior to joining SCDMH in 2007, she worked at the SC Department of Health and Human Services for the first 20 years of her public health administration career where she served in various leadership capacities, most recently as Bureau Chief, Bureau of Rehabilitative and Medical Support Services, where she was actively involved in Medicaid coverage of Peer Support Services.
Within the Office of Quality Management, she is the Project Director for the SC Behavioral and Primary Care Integration Initiative (Transformation Transfer Initiative), which is designed for the planning, identification, and implementation of bi-directional integration of primary care and behavioral health services options to promote the availability of and access to holistic community based treatment.
In addition, Sheila represents SCDMH on diverse policy planning and advisory forums, to include the agency’s Long Term Strategic Planning Initiative, South Carolina’s Lifespan Respite Coalition Advisory Board, SC Due Eligables Demonstration Integrated Workgroup and the SOARS State Advisory Committee.
